Overview

A personal licence allows the holder to sell or authorise the sale of alcohol from premises with a premises licence.

You must tell the Council of any change of address or relevant convictions which may affect your licence.

You no longer need to renew your personal licence.


Applying for a personal licence

To apply for a personal licence, you must:

  • be 18 years of age or over
  • not have been convicted of a relevant offence
  • have completed one of the courses accredited by the Secretary of State

You must also include the result of a criminal record basic disclosure or subject access check with your application. 

Make an application

To make application, you must enclose:

  • the completed personal licence application form.
  • your personal licensing qualification.
  • either:
    • a criminal conviction certificate issued under s112 of the Police Act 1997 or,
    • a criminal record certificate issued under s113A of the Police Act 1997 or,
    • the results of a subject access search under the Data Protection Act 1998 of the Police National Computer by the National Identification Service.
  • the completed disclosure of criminal convictions and declarations form.
  • two photographs emailed to the Licensing Section, or put them on a CD rom and include the CD rom with your application. The photographs should be:
    • taken against a light background
    • 45mm by 35mm
    • full face uncovered, without sunglasses and without head covering (unless worn due to religious beliefs)
    • on photographic paper
    • one of which is endorsed as a true likeness by a solicitor, notary, a person of standing in the community or any individual with a professional qualification (this can be done on a separate sheet where photographs are submitted by email or CD rom)
  • the fee of £37. Cheques should be made payable to Â鶹ÊÓƵ.

Disclosure and Barring Service (DBS) checks

Applicants require a basic disclosure check for a personal licence in England and Wales, and will need to apply to Disclosure and Barring Service (DBS).

Certificates from Disclosure Scotland are no longer be accepted.

The search certificate is only valid for one calendar month from the date of issue

Right to work in the UK

The Home Office has made amendments to the Immigration Act ,which is intended to prevent illegal working in the licensed trade.

Licensing authorities have a legal responsibility to check that a person applying for a personal licence is entitled to work in the UK.

The Council must carry out the checks on all applicants upon application and must not discriminate against anyone.

To allow the Council to carry out these checks applicants, are required to produce identification upon application of their personal licence.

The identification does not need to be shown in person. Photocopies will be accepted.

A DVLA driving licence is not an acceptable document for proving your right to work in the UK.

Failure to produce the correct identification means the Council are unable to proceed with the application.
