Tender documentation

The Council's tender documentation usually has:

  • an instructions to tenderers document
  • a specification outlining requirements
  • a pricing document
  • terms and conditions

Terms and conditions

The terms and conditions will be either:

  • the Council's standard terms for supply of goods or services
  • industry standard terms such as JCT or NEC for works (construction)
  • bespoke terms (for more complex tenders)

Standard selection questionnaire

The Council uses the Crown Commercial Service Standard Selection Questionnaire for its goods and services procurement.

This is a standard document used in the UK to check different aspects of potential tenderers, including:

  • Economic and financial standing
  • Professional and technical ability
  • Environment
  • Insurance
  • Health and safety
  • Safeguarding of children and adults
  • ICT and information governance
  • Meeting the requirements of the Modern Slavery Act 2015
  • Compliance of mandatory and discretionary grounds for inclusion

Works (construction) tenders document

A similar document is used for pre-qualification purposes for works (construction) tenders.

The main difference is the Health and Safety section uses the PAS91 standard questions and process, published by the British Standards Institute.
