The Council's tender documentation usually has:
- an instructions to tenderers document
- a specification outlining requirements
- a pricing document
- terms and conditions
Terms and conditions
The terms and conditions will be either:
- the Council's standard terms for supply of goods or services
- industry standard terms such as JCT or NEC for works (construction)
- bespoke terms (for more complex tenders)
Standard selection questionnaire
The Council uses the Crown Commercial Service Standard Selection Questionnaire for its goods and services procurement.
This is a standard document used in the UK to check different aspects of potential tenderers, including:
- Economic and financial standing
- Professional and technical ability
- Environment
- Insurance
- Health and safety
- Safeguarding of children and adults
- ICT and information governance
- Meeting the requirements of the Modern Slavery Act 2015
- Compliance of mandatory and discretionary grounds for inclusion
Works (construction) tenders document
A similar document is used for pre-qualification purposes for works (construction) tenders.
The main difference is the Health and Safety section uses the PAS91 standard questions and process, published by the British Standards Institute.
